Business Continuity Planning for Fiscal Year 2014

The Business Continuity Planning Project (BCP) is a five-year initiative, the goal of which is a commitment to having complete Technology Business Continuity plans and IT Disaster Recovery plans that enable the University community to be prepared to continue functioning in the event that technology is not available. BCP has high visibility and involves many different individuals and departments throughout the University, including Fordham IT, which has designated it as a departmental goal for fiscal year 2014.

In this third year of the project, Silvio Balzano, the Director of IT Risk and Data Integrity and the project sponsor, has taken some additional steps to highlight the critical importance of this initiative. He has asked the Office of IT Business Services to manage this year-long phase of the project and has assigned a member of his staff to champion the project on his behalf. Calvin Graham from the University Information Security Office (UISO) will be dedicated to the project full-time and will lead all activities. He will be responsible for oversight of the project and has been entrusted with decision-making responsibilities. Robert Payton will be managing the project plan and ensuring that all tasks remain on track.
Comprehensive business continuity plans are necessary to provide the roadmap that will allow available personnel to continue to perform the mission of the University in the event of an emergency or disaster. This is especially important if the key personnel that would normally perform certain mission-critical business functions are not available. There must be clear and concise documentation that will be readily available if it becomes necessary to relocate a department, rebuild a business process, or reassign essential work to staff members who may not be as familiar with them. In an interview with Mr. Balzano, he observed that it may not always be the case of getting everything back to normal, but being challenged to define a “new normal”.

As we begin to undertake this project we are using the Fordham Project Management Framework to guide our progress. The initial steps in this process involve creating a Scope Statement of Work and a Project Charter. Silvio and his team have provided us with a statement of the business case, and an outline of the project phases complete with goals and milestone dates. From this information, along with an initial meeting, we have created a Scope Statement of Work and a Project Charter. These documents define the level of commitment needed from all stakeholders, expected outcomes and deliverables, and the roles and responsibilities of team members. The Charter also describes a plan for regular communications among members of the project team as well as to senior leadership and the University community. One of the first steps in this plan is the kick-off meeting, which has been scheduled for the end of August.
The level of commitment and cooperation from the project sponsor has brought an added benefit to the PMO (Project Management Office) as we use every opportunity to pursue our goal to continually improve and streamline our business processes to more readily address the needs of our colleagues while maintaining the structure and discipline necessary to achieve project success.
